Garney is the construction manager at risk (CMAR) for the City of Mesa’s Central Mesa Reuse Pipeline, a 10.5-mile reclaimed water pipeline that connects the City’s Northwest and Southeast Water Reclamation Plants. In partnership with Dibble Engineering, Kimley-Horn, and Ardurra, this $150 million infrastructure project diversifies the Mesa’s drinking water sources by delivering treated water to the Gila River Indian Community (GRIC) in exchange for Colorado River water credits.  

As part of the City’s 100-year water supply plan, this project represents a significant step forward in advancing water reuse and regional water management in Arizona. The agreement with GRIC helps preserve Mesa’s drinking water supply by reducing reliance on groundwater resources and expanding reclaimed water reuse.  

Key Solutions 

Trenchless Installation: Crews completed 27 hand tunnels, including a 700 LF crossing beneath US 60, avoiding major road closures and protecting critical infrastructure. 

Utility Coordination: Garney’s early involvement in design allowed the planning of 1,000+ utility crossings. Careful scheduling and coordination prevented delays.   

Traffic Control Strategy: Over 550 traffic control plans were implemented and adapted to keep traffic moving across multiple city limits while keeping the public informed.  

Project Status

Pipe installation is nearly complete. Crews are preparing for final roadway restoration and system testing, with the pipeline expected to be fully operational soon to support Mesa’s long-term reuse water delivery plans.
