Executive Vice President – Plant East

Scott is Executive Vice President overseeing all water and wastewater treatment plant operations in the eastern region. His role includes project acquisition, contract management, staffing, safety, scheduling, and client satisfaction. Scott was promoted to Executive Vice President in 2023 after serving as Director of Florida Plant Operations for six years.

Scott’s entire career has been focused on constructing treatment facilities. Following several years building water infrastructure with a national contractor, he joined Encore Construction in 2003, which became part of Garney through an acquisition in 2012. Scott relocated to Nashville in 2013 to manage Garney’s plant operations in Alabama, Tennessee, and Kentucky. Then in 2017, Scott moved back to Florida to manage Garney’s plant operations within the state.

He has spent the last decade strongly promoting collaborative delivery work and helping clients identify the best procurement options for their projects. He has also worked closely with his project teams to become the best builder in the industry with customer service being a primary focus. In total, Scott has helped construct more than $1.6 billion worth of projects, primarily throughout Florida and Tennessee.

Scott is a graduate of Virginia Polytechnic Institute & State University with a degree in civil and environmental engineering. He holds a Professional Engineering license in Florida and is based out of Garney’s Winter Garden, Florida, office. In his free time, Scott enjoys spending time with his family and coaching basketball for a nonprofit organization. In 2018, he was also featured on the hit reality show American Ninja Warrior.
