Matt Reaves

President – Plant Operations

Matt is President overseeing Garney’s plant operations nationwide. In this role, he is responsible for executing the company’s short-term and long-term strategies and tactics as well as developing and upholding the company’s purpose and vision. Matt plans and directs leadership, supports effective systems and processes, and sets and communicates goals and targets to ensure responsible growth. He was promoted to President in the fall of 2023.

Matt graduated from the University of Central Florida with a degree in civil engineering and joined Encore Construction right out of college (Encore was acquired by Garney in 2012). He began his career in Florida, then transitioned to traveling around the Southeast supporting and developing operations in various positions and regions. Since joining the industry in 2005, Matt has managed nearly $2 billion worth of water and wastewater utility infrastructure projects across the U.S., including numerous collaborative delivery projects.

Within the industry, Matt has been involved with DBIA, WCDA, WEF, and CIRT. He’s also part of several councils at Garney, including Safety; Diversity, Equity, Inclusion, and Belonging (DEIB); Risk Management; Equipment; and Data. He’s a strong advocate of technology, contractual terms, systems and processes, employee development and training, recruiting, and business development. Growing up on the Space Coast in Florida, Matt’s father worked at NASA on the Endeavor space shuttle. As a child, this exposure fueled his imagination and thirst for innovation and pushing the comfort boundaries into what is possible.

Matt’s personal purpose is to impact the world by leading with his heart. He was taught early in life by his mother that you give before you take. This mantra has motivated Matt’s passion to serve others, allow them to become the best versions of themselves, and transform highly effective teams. He leans into his life experiences, both personal and professional, to connect people, thoughts, and ideas and cultivate the right environment for individuals to learn, adapt, and develop. Matt’s family—wife, Amy, and their two sons—are his top supporters. They reside together in Charlotte, North Carolina.
