Joey Perell, DBIA

Joey brings more than 25 years of experience, leading water and wastewater infrastructure projects across the Midwest. As Director of Plant for Garney’s Midwest region, he oversees all plant operations, including procurement, preconstruction, staffing, safety, and contract management. Joey ensures every project is delivered efficiently, safely, and with the quality and attention to detail that defines Garney’s work. Joey has led projects ranging from complex treatment facility upgrades to large-scale infrastructure improvements. His diverse background in residential, commercial, industrial, and heavy civil construction gives him a broad perspective on project execution and team leadership.

Joey is known for his proactive planning, precision in scheduling, and strong coordination among project partners. His experience with Progressive Design-Build and CMAR delivery continues to help clients achieve successful, cost-effective, and timely outcomes on critical infrastructure projects throughout the region.
