Jay joined Garney in March 2015 after a 29-year career at Granite Construction. He leads Garney Federal, which pursues federal work for the company nationwide. Jay’s background includes extensive experience in government contracting and heavy civil construction throughout the Pacific Northwest, California, Hawaii, and Guam. Additionally, Jay is of Chair of Garney’s internal Government Relations Council as well as the Diversity, Equity, Inclusion, and Belonging (DEIB) Council. He enjoys taking on new challenges and building teams to execute projects and initiatives. Helping teammates succeed in whatever role best fits their strengths and moves the team forward is especially rewarding to Jay.

Jay is based in Scotts Valley, California, where he resides with his wife. Together, they enjoy traveling and experiencing different cultures around the world. Jay is an avid rugby enthusiast—he’ll travel with his son and daughter-in-law to watch matches, both in 7-aside and traditional 15s. He also likes skiing, hiking, and mountain biking in his free time. Jay has seven grandkids, and he enjoys spoiling them every chance he gets.
