Jay joined Garney in March 2015 after a 29-year career at Granite Construction. He leads Garney Federal, which pursues federal work for the company nationwide. Jay’s background includes extensive experience in government contracting and heavy civil construction throughout the Pacific Northwest, California, Hawaii, and Guam. In addition to being Garney’s primary point-of-contact for all of Garney Federal’s clients and partners, Jay is the Managing Partner for our mentor-protégé joint venture relationships approved by the Small Business Administration.

Jay is actively involved in several industry organizations, including the Society of American Military Engineers (SAME), American Society of Civil Engineers (ASCE), and Associated General Contractors of America (AGC). Additionally, Jay is of Chair of Garney’s internal Government Relations Council as well as the Diversity, Equity, Inclusion, and Belonging (DEIB) Council. He enjoys taking on new challenges and building teams to execute projects and initiatives. Helping teammates succeed in whatever role best fits their strengths and moves the team forward is especially rewarding to Jay.

Jay is a graduate of the University of Iowa with a bachelor’s degree in civil engineering, and Oregon State University with a master’s degree in civil engineering. He is a licensed Professional Engineer in the State of Oregon.

Jay is based in Scotts Valley, California, where he resides with his wife. Together, they enjoy traveling and experiencing different cultures around the world. Jay is an avid rugby enthusiast—he’ll travel with his son and daughter-in-law to watch matches, both in 7-aside and traditional 15s. He also likes skiing, hiking, and mountain biking in his free time. Jay has seven grandkids, and he enjoys spoiling them every chance he gets.
