Executive Vice President – Pipe West
Bill is Executive Vice President overseeing Garney’s pipeline operations in the western U.S. In this role, Bill’s responsibilities encompass a wide range of areas, including safety, project acquisition and delivery, resource management, and contract negotiations.
Bill has more than three decades of experience in the construction industry, having started his career after graduating cum laude with a civil engineering technology degree from the University of Southern Colorado. He spent the first 20 years of his career building both small and large infrastructure projects along the Front Range of Colorado before joining Garney in 2010 as a Project Manager. He was promoted to Executive Vice President in 2023.
Bill has been instrumental in the installation of nearly $1.3 billion worth of large diameter, complex pipelines across the central and western U.S. He is an expert in risk mitigation, constructability input, and schedule security, having successfully completed projects with various delivery methods, including collaborative methods like design-build and CMAR. Notably, Bill led the design and construction of the Vista Ridge Water Supply Project—the largest P3 water project in the history of the U.S.
Bill resides near Colorado Springs, Colorado, with his wife. Outside of work, he enjoys the outdoors by hunting, fishing, managing a hobby ranch, and competing with his son, Wyatt, in team roping competitions around the country.
