Originally built in the early 1940s, Holston Army Ammunition Plant (HSAAP) is the major supplier of explosive materials to the US Department of Defense. BAE Systems Ordnance Systems, Inc. operates HSAAP on behalf of the US Army.

The US Army base is undergoing an extensive modernization program to upgrade both production and support facilities. The modernization efforts will provide reliable explosives production to ensure the long-term viability of HSAAP in its support of the warfighter.

As a subcontractor to BAE Systems, Garney is completing more than 12 projects to upgrade and expand HSAAP’s industrial wastewater treatment, infrastructure, and production facilities. These projects include construction of additional anoxic basins, equalization basins, pump stations, aeration basins, blower building, chemical feed, storage tanks, media filters, process pipelines, electrical improvements, and associated infrastructure. Garney will complete these projects for BAE Systems in 2019.
